On December 7, at the middle gate of Xima Community, the reporter saw that in the newly renovated neighborhood square, the warm sunshine filled a large open space on the north side of the square, and the elderly in the community were getting together to chat and bask in the sun, and the children were having fun on the slide accompanied by their parents.

"The road is smooth, the lawn is neat, the parking of vehicles is more orderly, and the old community is more dynamic and makes people feel more belonging." Xiong Hanyun of Xima New Village witnessed the whole process of rejuvenating the community from its old appearance. "The most important thing is that an old community like ours also has professional property management."
Professional Property Services Entering Old Residential Areas
In recent years, Jianghan District has included urban renewal and long-term management of old residential areas in major livelihood projects. Xima Xincun Community in Xionghanyunkou is one of 99 old residential areas in Tangjiadun, which was renovated and updated in mid-November. On December 7, Wuhan Jianghan Urban Resources Management Co., Ltd. (hereinafter referred to as "Jianghan Chengzi") was officially introduced to provide property services after the renovation. Xima Xincun Community belongs to Sanyanqiao Community, Tangjiadun Street, Jianghan District. It was built in the early 1990s and has been built for more than 20 years, with more than 1,200 households. It is a typical old community in Tangjiadun, with broken walls, aging pipes, insufficient parking spaces, lack of property management and imperfect fire-fighting facilities.
"In order to meet the living needs of residents, the old renovation project has added a series of micro-facilities such as parking berths, drying facilities, elderly activity squares, fire cabinets and pocket parks in Xima New Village." The staff of Wuhan Financial Street Group Investment Holding Group said that since December 2020, the community has undergone 59 old reforms in terms of water, electricity, roads, corridors, walls and facilities, which lasted for nearly one year. Not only has the public space of the community been re-planned, a neighborhood square has been built, and many public service facilities have been added, such as four-category trash cans, facilities for the elderly, fitness facilities, children’s playgrounds, and so on.
In order to do a good job in the second half of the renovation of old residential areas, in September this year, Tangjiadun Sub-district Office of Jianghan District and Jianghan Chengzi signed the Cooperation Agreement on Property Services of Tangjiadun Street in Jianghan District, which packaged about 99 old residential areas in the jurisdiction and entrusted the latter to provide professional property services, and Xima New Village was the first pilot residential area.
According to the relevant person in charge of Sanyanqiao Community, Jianghan City Capital, a subsidiary of Wuhan Financial Street Group, was actually introduced to participate in the preliminary work of the old renovation. From the perspective of long-term management, from the perspective of residents, the old renovation project was coordinated and a long-term management plan was formulated.

"The early intervention of the property has helped a lot in the old reform of our community. Many old reforms can’t be coordinated without the help of the butlers. For example, the fence on one side of the community that is not within the scope of the old reform has been coordinated by the butlers for many times, as well as the green plant transplanting and the epidemic prevention and control work in the community." Xiong Han works as a member of the community autonomy management working group and knows the work of butlers like the back of his hand. "If there were problems that could not be solved before, I went to the community, but now I go directly to the butlers."

The old residential area like Xima New Village is in a state of out-of-control or semi-out-of-control, because of its long construction period. The aging of pipelines and illegal construction bring great security risks, and the arrangement of public space such as parking in the residential area is prominent, which leads to neighborhood conflicts. More importantly, it is difficult to manage the community for a long time because of the lack of community personnel and energy. If the old community after the old reform is still unattended, the transformation results will be wasted and fall into the vicious circle of "transformation-destruction-re-transformation".
"The needs of residents in old residential areas are more complicated. The presence of professional property companies has prevented us from continuously investing in human and material resources for management. Residents’ satisfaction has improved, the complaint rate has decreased, and community services have been sustainable." The relevant person in charge of Sanyanqiao Community said at the ceremony of the property company’s arrival that he hoped that after the city-owned company settled in, it would provide professional, continuous and high-quality services for residents and promote party building to lead the high-quality and efficient governance of old communities.
The professional and high-quality service invested by Jiang Hancheng is "welcomed with both hands" by residents, which can be seen from the wall covered with banners in the residential property service station. These banners are all sent by the community and residents.
"I must praise our housekeeper. Before moving in, they carried out a big cleaning. Just the small advertising housekeepers in the community cleaned up for a week. The garbage on the rooftop and the community was cleared for half a month and pulled more than 20 cars." Xiong Hanyun praised the community housekeeper for many times. "They always give solutions to the problems that everyone reflects, such as parking."

"Parking difficulty is a big problem for residents in West Malaysia. More than 120 parking spaces have been added in the old reform, and the city-owned company has drawn more than 40 parking spaces according to the demand. In terms of management, we have set up two garages and installed a smart parking system. By planning the entrance and exit lines, the diversion of people and vehicles, and the classification of fees, the west gate entrance and the middle gate exit realize the rapid passage and effective management of vehicles. " The relevant person in charge of JiangHancheng Capital stressed, "At the same time, we are connected to the intelligent dispatching platform, and through remote operation and intelligent management, we can manage problems such as disorderly parking of vehicles and blocked entrance of vehicles."

When the reporter asked about the sustainable development of the old community, the relevant person in charge of Jianghan Capital replied that long-term governance needs the joint efforts of the government, enterprises and residents to establish a self-hematopoietic mechanism.

"For the long-term governance of the community, we will adopt the’ 2+4 service model’, and 2 refers to two centers, the intelligent dispatching command center and the block service center. 4 refers to four teams, namely, comprehensive service team, environmental management team, prevention and control inspection team and maintenance team. " The above-mentioned person in charge added that the integrated management of the block refers to opening up the whole street and the old community in it. For example, vehicles for municipal sanitation cleaning, cleaning and removal can directly drive into the old community to carry out environmental sanitation work, and street security inspectors can also directly enter the community. With intelligent, digital and mechanized means and four teams, the municipal integration and global management of the block can be realized, and the efficiency of urban grassroots governance can be improved.
"In terms of long-term operation, in addition to building a shared maintenance team and providing paid housekeeping services, Jianghan Capital has also explored a variety of operations, such as setting up a housing rental and sales center to enhance the activity of rental and sales in the community by providing asset services and promote the appreciation of residents’ assets."
