As the continuation of Xihu District Health Office, the first public medical institution in Xihu District, Lingyin Street Community Health Service Center has undergone several transformations and became a "National Model Community Health Service Center" in 2012.

After several twists and turns, it has developed into a characteristic medical service institution.
It was in 1950 that the West Lake District Health Office was established in Shilou, Broken Bridge, West Lake District. Four years later, I moved to No.5, Waidongshan Lane, and the address has continued to this day.

In October, 1977, Xihu District Health Office was officially renamed as Xihu District People’s Hospital, which changed the situation of integrating health and epidemic prevention in the hospital and officially entered the stage of taking medical care as the center. With the increase of medical teams and the improvement of medical equipment, a district-level second-level general hospital owned by the whole people, which integrates medical treatment, health care, rehabilitation, health education and family planning, was born. It is also known as the First People’s Hospital of Xihu District.

In the 1990s, Huang Qunfang, who just graduated, came to Xihu People’s Hospital to become a young nurse, and now she has become the director of the nursing department of the community health service center. In 1994, Cao Yi was employed at the age of Hua Xin. In a blink of an eye, she was also promoted from an orthopedic surgeon of traditional Chinese medicine to the director of traditional Chinese medicine in yiguang, West Lake country. Director Cao recalled that when she first came to this hospital, she saw a simple and old building, and there were not too many buildings around. The staff dormitory was near here, and colleagues lived in the same building as college roommates.
With the fierce competition in the medical market, Xihu People’s Hospital has further clarified the development idea of "small comprehensive, big specialist". For example, the hospital and the Institute of Orthopaedics of China Academy of Traditional Chinese Medicine jointly set up the treatment center for nonunion of Xihu District People’s Hospital, attracting patients from all over the country to come for treatment.
In May, 2002, the hospital cooperated with Shanghai Institute of Endocrinology to set up the "Research Center for the Prevention and Treatment of Endocrinology and Metabolic Diseases in West Lake Hospital of Shanghai Institute of Endocrinology", and established a friendship association for patients with diabetes, providing free consultation for patients, establishing health files and friendship cards, and distributing health education materials. A year later, the hospital established a cooperative hospital with Zhejiang Hospital and jointly set up an oncology department.
At that time, ophthalmology, hyperthyroidism, diabetes and orthopedics of traditional Chinese medicine brought certain economic and social benefits to the hospital, and then once developed into a small, specialized, specialized and sophisticated garden-style hospital with a small comprehensive and large specialty.

In 2007, Xihu People’s Hospital was transformed again and renamed Lingyin Street Community Health Service Center. Director Cao said that the most obvious change is that the former is big and comprehensive, and now it focuses on the community, mainly focusing on the health services of community residents. "It is easier to form a friend-patient relationship between communities, and there are often familiar patients, even waiting for the patient’s family to take turns to see them." In Director Cao’s mind, community patients are more like friends. Through patient guidance and communication, people will form a sense of familiarity.

In 2010, yiguang, the West Lake country, was opened in Lingyin Street Community Health Service Center, which was divided into a diagnosis and treatment area, a health pavilion and a herb garden to provide various traditional Chinese medicine treatment services. In addition, the health pavilion also displays various graphic materials and health care products to further spread and popularize the history and culture of Chinese medicine.

There are many famous doctors in yiguang, among whom Dr. Li Rongliang, who is good at Chinese ophthalmology, is widely praised. As the son of Li Yunquan, one of the four famous doctors in Zhejiang in the early days of liberation, he inherited his father’s "golden needle obstacle removal". This is a comprehensive therapy with external eye drops, oral administration of traditional Chinese medicine and acupuncture points, which has the effect of treating myopia, astigmatism, viral keratitis, senile cataract, glaucoma and other common ophthalmic diseases.
Today, Li Lao, who has been to seventy years of age, still attends the clinic on time every Wednesday and Saturday in yiguang, the West Lake country. Li Rongliang said, "As long as I can do it, I will definitely stick to it and constantly promote and carry forward the development of Chinese medicine culture."

It is understood that since its opening, yiguang, the West Lake country, has treated nearly 100,000 patients with traditional Chinese medicine, given health guidance to more than 100,000 citizens, and won honors such as the second classroom for primary and secondary school students in Hangzhou, the popular science education base in Xihu District, the most beautiful window in Xihu District, and the happy experience point in Xihu District. In the future, yiguang, the West Lake country, will continue to demonstrate the exemplary role of Chinese medicine, further convey the concept and way of healthy living to the masses, promote the development of Chinese medicine and benefit the people.
At present, Lingyin Street Community Health Service Center, as one of the 12 community health service centers in Xihu District, has also become a part of Xihu District that basically meets the needs of the people in the jurisdiction for a 15-minute service radius.
In recent years, in order to further deepen the reform of the medical and health system, Xihu District has explored a new model of "medical association" to undertake the sinking of high-quality medical resources in provinces and cities, which has broken the imbalance barrier of medical resources among regions. By constructing three types of medical associations, such as "close medical association", "independent medical association" and "co-construction medical association", it has comprehensively implemented "primary consultation, two-way referral, rapid and slow division, and up-and-down linkage"

The relevant person in charge of the Xihu District Health and Health Bureau said, "According to the different needs of residents in the jurisdiction, Xihu District also encourages community health service centers to actively carry out’ independent medical association construction’ with provincial and municipal hospitals in combination with their own geographical location and professional characteristics. At present, 12 community health service centers have basically formed an advantageous service development pattern of’ one center, one feature and one brand’."
