  However, the improvement of water quality is uneven, and some provinces lag behind. It includes four sections: Situ Bridge of Jianghe River in Changzhi City, Shanxi Province, Tanghe Bridge in Liaoyang City, Liaoning Province, Juhe Railway Bridge (Small Guilin) in Yichang City, Hubei Province, and Woken River Estuary in Harbin City, Heilongjiang Province. The water quality has directly dropped from Grade II in the same period last year to the current inferior Grade V. The water quality of Ciyao River in Lvliang City was seriously deteriorated, and the volatile phenol in the section of mulberry willow was 199.6 times worse than that in the same period of last year.

  The situation of "eliminating inferiority" is not optimistic.

  At the end of last year, the Ministry of Ecology and Environment successively issued action plans for the tough battles in the Bohai Sea and the Yangtze River, proposing that by the end of 2020, the Yangtze River and the Bohai Sea should basically eliminate the inferior V-class national control sections and other key tasks.

  In addition, serious agricultural non-point source pollution is also an important factor causing water pollution in the Yangtze River. According to the person in charge, the provinces in the Yangtze River Economic Belt have a large number of livestock and poultry breeding, with more than 340 million pigs slaughtered, accounting for more than half of the country; The problem of agricultural non-point source pollution needs to be solved urgently, such as the high multiple cropping index of land and the difficulty of "losing weight and reducing medicine".

  The person in charge said that chemical oxygen demand (COD) and ammonia nitrogen were the main factors that exceeded the national control section of the Bohai River. 10. Protection and improvement of cultivated land quality. In some areas with serious acidification and salinization of cultivated land, pilot integration and promotion of soil conditioners, returning green manure to the field, cultivating salt, increasing application of organic fertilizer and other control measures. In Southwest China and South China, environmental friendly agricultural production technologies such as variety substitution, water and fertilizer regulation, and agricultural waste recycling should be adopted according to local conditions, so as to strengthen the management of cultivated land with production obstacles, overcome environmental obstacles in agricultural production areas and improve the quality and safety level of agricultural products. Support the third national soil survey pilot, supplementary farmland quality evaluation pilot, fertilizer field test, fertilization investigation, fertilizer utilization rate calculation and other work. Increase the integration and promotion of new fertilization products, new technologies and new machines, optimize the promotion mechanism of soil testing and formula fertilization technology, expand the application area and improve the coverage rate. In Northeast China, Huang-Huai-Hai and other areas, we will implement grain-soybean rotation, promote corn-soybean strip compound planting in suitable areas such as Northwest China, Huang-Huai-Hai, Southwest China and the middle and lower reaches of the Yangtze River, implement rotation of one-season rice+rape, one-season rice+ratooning rice+rape in the Yangtze River basin, implement rice-rice oil tanker farming in the double-season rice area, and promote cotton, corn and peanut rotation or intercropping in the farming-pastoral ecotone in northern China and the secondary cotton area in Xinjiang. We will continue to implement fallow pilot projects in the groundwater funnel area of Hebei Province and the groundwater overexploitation area of Tarim River Basin in Xinjiang. VII. Protection and Utilization of Agricultural Resources 

26 grassland ecological protection subsidies and awards. In 13 provinces (autonomous regions) such as Hebei, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Sichuan, Yunnan, Xizang, Gansu, Qinghai, Ningxia, Xinjiang, Xinjiang Production and Construction Corps and Beidahuang Land Reclamation Group Co., Ltd., the subsidy and incentive policies for grassland ecological protection will be implemented. 29. Comprehensive utilization of crop straw. Taking counties (cities, districts) with large straw resources as the key implementation areas, we will cultivate and strengthen the market players of straw utilization, improve the collection, storage and transportation system, strengthen the construction of resource accounts, improve the monitoring and evaluation system, strengthen the guarantee of scientific and technological services, cultivate and promote a number of typical models of straw industrialization utilization, form a scalable and sustainable industrial development model and efficient utilization mechanism, and improve the comprehensive utilization level of straw.  

30. Scientific use and recycling of plastic film. Eight, agricultural disaster prevention and mitigation 

31. Agricultural production for disaster relief. The central government gives appropriate subsidies to the prevention and control of major agricultural natural disasters and agricultural biological disasters and the recovery of production after disasters. The state shall compensate the owners of animals forcibly culled, destroyed animal products and related articles in the process of prevention, control, purification and elimination of animal epidemics, and the subsidy funds shall be jointly borne by the central finance and local finance. The state supports the harmless treatment of dead pigs in the breeding process, and all localities should improve the subsidy policy for harmless treatment according to relevant requirements and local conditions, and earnestly do a good job in the harmless treatment of the breeding process. 

33 agricultural insurance premium subsidies. On the basis of local finance independently developing and voluntarily assuming a certain proportion of subsidies, the central finance provides premium subsidies for seed production insurance of rice, wheat, corn, cotton, potatoes, oil crops, sugar crops, natural rubber, fertile sows, fattening pigs, cows, forests, highland barley, yaks, Tibetan sheep and three major grain crops. We will increase support for agricultural insurance premium subsidies. The proportion of the central government’s insurance premium subsidies for planting in the central, western and northeastern regions will be raised from 35% or 40% to 45%, achieving full coverage of the three major grain crops’ full cost insurance and planting income insurance in major grain-producing provinces and counties. We will extend the central government’s policy of rewarding and compensating local agricultural products with superior characteristics to the whole country. Continue to carry out the "insurance+futures" pilot. 

IX. Renovation of Rural Human Settlements 

34. Promote rural toilet improvement according to local conditions. Support the implementation of the rural toilet revolution, promote the financial reward and compensation policy for the whole village, and promote the rural toilet revolution in an orderly manner. Give full play to the main role of farmers, strengthen the overall connection between rural toilet improvement and rural domestic sewage treatment, focus on establishing and improving the operation and management mechanism, and effectively improve the quality of rural toilet improvement to ensure long-term effectiveness.
