To this end, the Ministry of Ecology and Environment publicly named the provinces (cities, districts) that were lagging behind in meeting the standards. At the same time, the list of 40 cities, including Lvliang in Shanxi, Jinzhou in Liaoning and Jingmen in Hubei, was also publicly exposed.

  The relevant person in charge of the Ministry of Ecology and Environment pointed out that the situation of eliminating "inferior" (that is, eliminating inferior V water bodies) in the Yangtze River and Bohai Sea is grim.

  In order to ensure that the water quality reaches the standard, the Ministry of Ecology and Environment will publish the list of cities lagging behind the standard every quarter, and disclose to the public information such as the water quality status of each province, the progress of eliminating "bad" rivers in the Yangtze River and Bohai Sea, and the deterioration section of water quality every month. The person in charge said that by publishing the progress of the work in a timely manner, social forces will be mobilized to supervise and promote the water environment to meet the standards.

  Water quality in 40 cities lags behind the standard.

  Recently, the Ministry of Ecology and Environment specially held a video conference on work scheduling in areas where water environment standards are lagging behind in the first quarter of this year. The relevant person in charge of the Ministry of Ecology and Environment pointed out at the meeting that in the first quarter of this year, the quality of water environment in the whole country showed an improvement momentum, but there were still many problems. Among them, 40 cities are lagging behind.

  The Ministry of Ecology and Environment published the list of these 40 cities. They are Lvliang, Xinzhou, Changzhi, Datong, Linfen, Taiyuan and Jinzhong; Jinzhou, Liaoyang, Yingkou, Anshan and Panjin in Liaoning; Jingmen, Yichang, Jingzhou and Shiyan, Hubei; Hebei Handan, Qinhuangdao, Cangzhou; Xinyang, Zhengzhou and Xuchang, Henan; Yan ‘an, Weinan and Tongchuan in Shaanxi; Jiamusi and Harbin, Heilongjiang; Yunnan Pu ‘er and Chuxiong; Ningxia Zhongwei and Guyuan; Tianjin Binhai New Area; Hefei, Anhui; Fuzhou, Fujian; Weifang, Shandong; Yanbian, Jilin; Wulanchabu, Inner Mongolia; Dongguan, Guangdong; Qinzhou, Guangxi; Wuwei, Gansu.   Water quality deteriorated in some places.

  The relevant person in charge of the Ministry of Ecology and Environment pointed out at the meeting that the assessment of water environment quality in various places is a clear requirement put forward by "Water Ten Articles" issued by the State Council. He said that in the first quarter of this year, the quality of water environment in the country showed an overall improvement momentum. From January to March, the proportion of water bodies with excellent surface water quality (reaching or better than Class III) was 74.3% (the target for 2019 was 71.3%), an increase of 8 percentage points year-on-year; The proportion of water bodies that have lost their use function (inferior to Class V) is 6.0% (the target for 2019 is 6.0%), a year-on-year decrease of 3.6 percentage points.

  However, the improvement of water quality is uneven, and some provinces lag behind. The person in charge pointed out that in the first quarter, there was a certain gap between the proportion of water quality in Shanxi, Jilin, Henan, Hubei, Guangdong, Guangxi, Hainan, Chongqing, Shaanxi and Gansu provinces (autonomous regions and municipalities) reaching or better than Class III water bodies (that is, good water) and the annual target; There is also a certain gap between the proportion of poor water bodies (that is, poor water) in Shanxi, Liaoning, Jilin, Heilongjiang, Fujian, Guangdong, Guangxi, Shaanxi, Gansu and Ningxia and the annual target; Among them, Shanxi, Jilin, Guangdong, Guangxi, Shaanxi, Gansu and other six provinces (regions) have gaps in both excellent III and poor V (that is, good water and poor water).

  "In particular, 21 of the 58 assessment sections in Shanxi Province are not up to standard, and 20 are inferior V sections, accounting for 36.8% and 35.1% respectively. Of the 86 assessment sections in Liaoning Province, 25 failed to meet the standards, and 20 were inferior to Class V sections. There are 40 inferior V sections in Shanxi and Liaoning provinces, accounting for 36% of the total number of inferior V sections in China. " The person in charge said that in the first quarter, there were still some state-controlled sections showing the momentum of water quality deterioration and rebound. It includes four sections: Situ Bridge of Jianghe River in Changzhi City, Shanxi Province, Tanghe Bridge in Liaoyang City, Liaoning Province, Juhe Railway Bridge (Small Guilin) in Yichang City, Hubei Province, and Woken River Estuary in Harbin City, Heilongjiang Province. The water quality has directly dropped from Grade II in the same period last year to the current inferior Grade V. The water quality of Ciyao River in Lvliang City was seriously deteriorated, and the volatile phenol in the section of mulberry willow was 199.6 times worse than that in the same period of last year.

  The person in charge stressed that this water situation requires local decisive measures to resolutely reverse the passive situation.

  The situation of "eliminating inferiority" is not optimistic.

  At the end of last year, the Ministry of Ecology and Environment successively issued action plans for the tough battles in the Bohai Sea and the Yangtze River, proposing that by the end of 2020, the Yangtze River and the Bohai Sea should basically eliminate the inferior V-class national control sections and other key tasks.

  According to the person in charge, according to the situation in the first quarter of this year, six state-controlled sections in the Yangtze River Basin, namely Qiuxi Estuary in Neijiang, Sichuan, Zigong Carbon Research Institute, Erjiang Temple in Chengdu, Tongxian Bridge and Fumin Bridge in Kunming, Yunnan, and Fengshan Bridge in Qiannan, Guizhou, have dropped out of the inferior V category. However, the water quality of Tuoshi in Jingmen, Hubei, Gongjiawan in Maliang, Shending Estuary and Sihekou in Shiyan, Tongxin Team of Yunliang Lake in Jingzhou and Xiguanqiao in Chuxiong, Yunnan is still worse than Grade V.. At the same time, an inferior V section of Yichang Railway Bridge (Small Guilin) in Hubei Province was added.

  The person in charge said that among the rivers flowing into the Bohai Sea, four national control sections, namely Haihe Gate and Qingjing Huangtidal gate in Tianjin Binhai New Area, Lijiapu Bridge in Cangzhou, Hebei Province, and Daqing Estuary in Yingkou, Liaoning Province, were eliminated in the first quarter. However, the four state-controlled sections of tidal gate in Mapengkou, Wanjia Wharf in Tianjin, tidal gate in North Drainage River and Yinggai Highway in Yingkou, Liaoning Province are still inferior to Class V. At the same time, six inferior V-class national control sections have been added, namely Canglang Canal in Tianjin Binhai New Area, Shahe Estuary in Yingkou, Liaoning, Xishulin in Jinzhou, Yinma Estuary in Qinhuangdao, Hebei, Lijiabao in Cangzhou and Liutuan Bridge in Weifang, Shandong.

  Taking "elimination of inferiority" as the breakthrough point

  The person in charge of the Ministry of Ecology and Environment said that the elimination of "inferiority" in the state-controlled sections of the Yangtze River and Bohai Sea rivers into the sea is an important sign of fighting a tough battle against pollution. Inferior ’ As a breakthrough, it will drive the solution of outstanding environmental problems in regional basins and ensure the realization of the 2019 annual water quality target.   At present, the problem of eliminating the deterioration of the Yangtze River is the outstanding problem of total phosphorus pollution in the Yangtze River basin. "From 2017 to 2018, more than half of the national control sections in the Yangtze River Basin that are inferior to Class V are mainly exceeded by total phosphorus; The section of the railway bridge in Yichang City, Hubei Province has directly deteriorated from Class II in 2018 to Class V. The primary pollution factor is total phosphorus. " The person in charge pointed out that in addition to total phosphorus, ammonia nitrogen is also the main over-standard factor of poor V section, which is mainly due to the insufficient sewage treatment capacity of local cities and the imperfect supporting pipe network, and some domestic sewage is discharged directly.

  In addition, serious agricultural non-point source pollution is also an important factor causing water pollution in the Yangtze River. According to the person in charge, the provinces in the Yangtze River Economic Belt have a large number of livestock and poultry breeding, with more than 340 million pigs slaughtered, accounting for more than half of the country; The problem of agricultural non-point source pollution needs to be solved urgently, such as the high multiple cropping index of land and the difficulty of "losing weight and reducing medicine".

  The person in charge said that chemical oxygen demand (COD) and ammonia nitrogen were the main factors that exceeded the national control section of the Bohai River. According to him, 8 out of 10 national control sections with inferior grade V are chemical oxygen demand or ammonia nitrogen. At the same time, the ecological flow of rivers entering the sea is insufficient and there is a lack of natural water.

  "The improvement of water quality has a pendulum effect. Simply looking at the data for several months seems to be good at once, but it may be put back soon." The person in charge specially reminded Shanxi and Liaoning provinces, which have the heaviest task of meeting the standards, to take effective measures to ensure that they meet the standards.
